SDIFVIEW: Port of SDIFDisplay to Windows

Display program for SDIF analysis files.

This is an initial build for WIN32 of SDIFDisplay, which is freely available as part of the current SMS distribution.
This Windows distribution is made available under the same GNU GPL license as SDIFDisplay.

The main difference from the original is that SDIF files continaing single streams of the supported type can be loaded.

Note that the fltk graphics library is required to build SDIFVIEW.
